E-Check: What It Is and Where to Go

Ohio E-Check is a state-run emissions testing program. In the Cincinnati area, only Hamilton County participates. Your vehicle must pass a tailpipe emissions test before your registration can be renewed each year.

Hamilton County Registration FAQ

Which Cincinnati-area counties require E-Check and which don't?

Of the Greater Cincinnati counties covered on this site: Hamilton County only requires E-Check. Clermont County, Warren County, and Butler County on the Ohio side do not require emissions testing. All Kentucky counties (Boone, Kenton, Campbell) do not require emissions testing.

My vehicle is less than 4 years old — do I still need E-Check?

No. Vehicles that are 4 model years old or newer are exempt from E-Check in Ohio. For example, if it is currently 2025, vehicles with a model year of 2022 or newer are exempt. Diesels, motorcycles, and trailers are also exempt regardless of age.

My vehicle failed E-Check — what happens now?

You'll receive a failed certificate and information on the Waiver Program. If you spend at least $150 on qualifying repairs and the vehicle still fails, you may apply for a waiver to allow registration renewal despite the failed test. Waivers are not automatic — you must apply with repair receipts. Contact the E-Check program office for waiver details.

I just moved to Hamilton County from Kenton County KY — how do I register in Ohio?

You have 30 days after establishing Ohio residency to register your vehicle in Ohio. You'll need to: (1) get an Ohio driver's license, (2) get Ohio auto insurance, (3) pass E-Check, (4) bring your Kentucky title (or lien info) and proof of Ohio address to the Hamilton County Deputy Registrar. Surrendering your Kentucky plates is required. Budget a full morning — first-time Ohio registration takes longer than a renewal.

Can I renew online if my E-Check is expired?

No. The Ohio BMV system blocks online renewal if your E-Check is not current. You must pass E-Check first, wait for results to post (up to 24 hours), then complete renewal online or in person.

Does Ohio charge a late fee for expired registration?

Yes — Ohio does charge a late fee for registration renewals completed after the expiration date, unlike Kentucky which has no late fee. The penalty is $20 added to your renewal fee. Renew before your expiration date to avoid it.
